City adopts Rate Resolution 2025-09 with multiple fee and rate increases

Carey highlighted several specific changes: the mayoral ceremony fee will be set at $100; a title-search fee that has historically been $5 will increase to $10; and planning staff recommended increasing the tax-increment financing (TIF) application fee from $1,000 to $5,000 to better cover staff hours and paperwork, with an optional $1,000-per-year administrative fee the city could choose to apply. Carey said the city examined neighboring municipalities to identify comparable rates.
Commission discussion included a planned future ordinance on video-lottery machine licensing, at $50 per machine, that staff said they will bring forward after more research and outreach. The commission voted by roll call to adopt the resolution.
