Humboldt County board approves $9,357 change order for DD 11 Sub 1 lateral 4; county to clean ditch

Humboldt County supervisors on Monday approved a change order to a drainage project that will increase the contract by $9,357 and add a 600‑foot open‑ditch cleanout.
Colin, a county staff member presenting the engineering changes, said exploratory excavation showed existing clay tile in places where the maps indicated different sizes, so the new plan adjusts alignments and pipe lengths and increases some pipe sizes to achieve a 1‑inch drainage coefficient for parts of the project. "The total increase to the contract amount with the change order would be $9,357 total," Colin said. He also reported that Rognes submitted a $2,500 quote to clean the first 600 feet of an open ditch leading to a box culvert so water would not stand during construction.
The change order includes roughly 80 feet of work in county road right‑of‑way; Colin said the county secondary roads department will pay construction costs within the right‑of‑way per Iowa Code, while private landowners will be assessed for the remaining benefit. "So roughly half of the total contract increase amount would be paid by county secondary roads," Colin said.
Board members and landowners asked technical questions about which existing tiles would be abandoned and whether older clay tile left in place would create future maintenance obligations for the drainage district. Colin said the project team will provide shapefiles and a final reclassification map showing which tiles remain in the drainage district after construction.
Speaker 2 moved to accept the change order and authorize Rognes to perform the ditch cleanout; Speaker 4 seconded. The board voted in favor and approved the measure. The board also approved a clerical step listed on the agenda as the DD 11 Sub for Lateral 4 to record the assessment/administrative action tied to the construction change.
The project schedule will proceed as pipe deliveries and staking begin; Colin told the board contractors expected early November starts on site preparation. The county noted the $2,500 ditch cleanout cost will be allocated on the open‑ditch assessment schedule rather than charged only to the tile project.
