Mayor Pro Tem Joe Anderson said he did not think the CIPA grant should be on consent because "there's been discussion around CIPA grants," and council members agreed the matter should be reviewed on the council floor rather than approved without discussion.
No formal acceptance or appropriation was recorded at the mayor–manager meeting; the action was to schedule the grant award for council discussion at the upcoming meeting so members can review terms, scope and any budget implications.
