Englewood approves contributions to Mile High Flood District IGAs for Dry Gulch and South Englewood Basin

The Englewood City Water and Sewer Board approved amendments to intergovernmental agreements (IGAs) with Mile High Flood District for two drainage areas, Dry Gulch and the South Englewood Basin, to continue funding for flood-mitigation work.
Staff explained the IGAs pool local contributions with the district’s mill-levy funds so larger joint projects can be funded when a qualified project is identified. For the Dry Gulch third amendment staff said the city "would contribute 375,000" and Mile High Flood District would match that contribution. For the South Englewood Basin fourth amendment staff noted a $400,000 contribution this year that increases the aggregate balance being held for projects in that basin.
Staff told the board the district holds the pooled funds in an escrow or investment account and returns money to the city when a matching project is approved; contributions have been made annually in recent years. Discussion focused on budget source (staff confirmed the money comes from the 2025 budget), how funds are managed by Mile High Flood District and whether projects favor overtopping/street conveyance or underground pipe enlargement. Staff said project design is chosen based on a risk-versus-cost analysis.
Chair Moore asked for a motion to approve items 6B and 6C; the board approved both amendments by voice vote.
