Fabens ISD board reviews audits, approves improvement plan and plans town hall

At its Nov. 19 meeting, the Fabens ISD Board heard an FY25 audit briefing that auditors asked to table pending federal guidance, reviewed district accountability work, approved a targeted improvement plan for Fabens Middle School, and agreed to skip the regular December meeting unless urgent items arise.
The Fabens Independent School District Board of Trustees met Nov. 19 for its regular session, receiving reports on student recognitions, district finances and campus improvement work and taking several routine actions.
Nathan White, a partner at Singleton Clark, presented the district's FY25 annual financial compliance report and asked the board to table formal approval of the audit because the federal Office of Management and Budget's compliance supplement for single audits remained unsigned. "We're gonna go over the audit, and then I'm gonna ask you all to table it," White said, explaining the supplement dictates how auditors conduct the single-audit of federal awards.
District finance director Lydia Nunez reported that the district received a "superior achievement" rating (98) under the Financial Integrity Rating System of Texas for the 2023–24 reporting period and reviewed technical indicators that drive that rating.
School leaders presented academic data and interventions. Fabens Middle School principal presented a four-part targeted improvement plan (TIP) that centers on high-quality instructional materials, master-schedule adjustments, weekly professional learning communities and structured student-work analysis. The administration recommended approval of the TIP for submission to the Texas Education Agency.
The board also heard reports on student awards, JROTC activity, band and athletics recognitions and donor acknowledgments.
On procedure, the board moved and seconded multiple consent items. Members also nominated and assigned five votes to a candidate for the El Paso appraisal-district board of directors and voted to skip the district's December regular meeting unless pressing items arrive. Administration recommended the superintendent be authorized to renegotiate revisions to a district farm lease agreement addressing water-delivery charges and crop-advance treatment; that item was presented for consideration.
The meeting included extended discussion about possible CTE expansions such as vocational agriculture and welding, with board members and community speakers pointing to local pecan industry placements and potential partnerships with Texas A&M and community colleges.
The board scheduled additional follow-ups on the audit once the federal compliance supplement is released and expects to publicize the TIP on the district website if it is approved for submission to the state.
