The agreements begin Jan. 1 with an initial three‑year term and two two‑year extensions.
Commissioner Wilson raised concerns about one proposed franchisee’s compliance with workers' compensation and liability insurance requirements, saying failure to have proper coverage can have "civil and criminal consequences" for businesses. County staff responded that certificates of insurance were obtained to support the agenda item for the current year, that active certificates will be required before contract execution and that the franchise agreements will return for a second reading because of the franchise process. Staff said prior franchise practice did not require certificates in the past and that the procurement process was being formalized.
After discussion about whether sufficient prior‑year certificates exist, the board recorded a 4–3 vote to award the franchises; the item will return for a second reading and execution only after required insurance certificates are confirmed, staff said.
