Taft Council Adopts 2025 California Building Standards Code

The Taft City Council voted unanimously Dec. 16 to adopt an ordinance amending the Taft Municipal Code to incorporate the 2025 California Building Standards Code and CAL FIRE hazard maps.
City Manager Jones told the council that the California Building Standards Commission adopted the 2025 edition of Title 24 on July 1, 2025, and that those statewide codes become effective Jan. 1, 2026. Jones said local adoption is required to avoid the state's code being applied automatically when permit applications are processed.
No members of the public spoke during the hearing. After staff presentation the mayor opened and closed the public hearing, the council made a motion to adopt the ordinance, and the clerk recorded a 3-0 roll-call vote in favor.
Why it matters: adopting the state'issued building standards locally ensures the city enforces the same code version used statewide and allows the city to include locally appropriate exceptions or clarifications. Staff also reported a CEQA exemption finding for the ordinance as described in the staff report.
What's next: The ordinance was approved on a 3-0 vote; staff will apply the updated code in processing building permits as required by state law when the new Title 24 becomes effective.
