The Flagstaff City Council adopted Ordinance 2025-30 on Dec. 16 to amend the city code and establish airport rates and fees, including clarified language about security badging exemptions.
Airport Director Brian Gull and management services staff said the draft ordinance was updated to clarify that both city employees and contractors working on Flagstaff Airport projects would be exempt from the initial and renewal badge fees listed in the ordinance; contractors would still be required to pay any lost-badge fees. Councilors asked for the clarified language to be added; a motion to read the ordinance by title was withdrawn and refiled with the amendment and the council then adopted the ordinance by voice vote.
The ordinance revises Title 3 (business regulations) and Title 8 (public ways and property) of the Flagstaff City Code, adds definitions for secured areas of the airport and provides for penalties and clerical corrections. The change places city employees and contractors on similar footing with respect to the initial and renewal badging fees but preserves lost-badge fee liability.
