Laura Walsh (parks) told the committee the city is applying for a $2,000,000 project to renovate 5 Mile Pond, including reopening the public beach, renovating buildings, restrooms and changing rooms, improving beach access and adding picnic and playground amenities. She said the grant is submitted through the state (the federal fund is allocated to states), the application is due in January, and, if awarded, projects typically have design and construction phases over a two‑to‑three year implementation window with a completion target by December 2028.
Councilors asked about the timeline and typical grant duration; Walsh said design is usually completed in the first year with construction following over the subsequent year(s). The finance committee advanced the request to the full council for consideration that evening.
