The City Council unanimously adopted the 2025 comprehensive plan update (Ordinance 16-94) and the implementing zoning amendments (Ordinance 16-95) on Dec. 16, completing a two-year review process required under the Washington Growth Management Act.
Ryan Andrews (Speaker 23, Community Planning Manager) described the outreach program and draft plan components: the update includes new mandatory elements (a greenhouse gas reduction element and a climate resiliency subelement), a first-ever city future land use map, updated goals and policies, and conforming zoning amendments. Staff said outreach included multiple phases and opportunities for public input and that the city received approximately 60,000 community contacts during the process. The planning commission held a public hearing, made a unanimous recommendation of approval and forwarded the plan to council.
Council members praised staff and commission work and said the new web-based portal (lacycompplan.com) will make the plan more accessible than the large paper document. The council adopted both ordinances without opposition and directed staff to finalize web posting and implementation steps including zoning map updates and consistency checks.
Staff identified next steps including publishing the plan on the dedicated website, implementing zoning updates, and continuing community outreach to support plan goals and project prioritization.
