Unidentified Speaker 2, who ran the meeting, said it was live and announced the subject: the public meeting was “related to 3 residential allocation areas that the redevelopment commission is going to be voting on later today.” The speaker also noted that, “per statute,” interested parties who had received notice were welcome to speak.

Officials briefly confirmed that no one in the chambers or online had joined. “We have a grand total of 0 people here,” Unidentified Speaker 2 said, and Unidentified Speaker 1 noted a link to join was available on the City of Carmel website. The meeting was held open for a few minutes to allow anyone to appear; with no speakers, the public portion was called closed at about 06:05.

The recording of the session was confirmed as the official record for the public meeting. Unidentified Speaker 2 said the group would reconvene in about 25 minutes for the Redevelopment Commission’s internal session to consider the allocation items.
