Lane Young, director of Carmel Utilities, introduced the add‑on emergency repair request and said staff expected a quote around $70,000. “I think we were expected to be around $70,000 was what we were anticipating,” Young said. The board initially approved an authorization 'up to $70,000' to allow emergency work to proceed, noting the amount was a budgeted estimate.
Staff later reported a formal quote from Weston Logan Softener Solutions for $89,701. For the record, legal counsel stated the base quote amount was $89,701 and presented options: amend the approval to the quoted amount, re‑quote the work, or rescind. Director Young recommended accepting the quote so the necessary work could proceed.
The board reconsidered the earlier authorization, moved and seconded a motion to approve the $89,701 amount, and recorded 'Aye' votes. Director Young said he would investigate why the estimate had been $70,000 and provide a follow‑up report.
The board's action amended a budgeted repair authorization to match the actual bidder's quote; the vendor and contract details were discussed as part of the purchases portion of the agenda.
