The Board of Public Works and Safety voted unanimously Dec. 17 to award a $1,369,699 contract to Community Container Solutions LLC for a new non–live-fire training facility for the Carmel Fire Department.
Chief Joel Thacker told the board one responsive bid was received and recommended approval. “We had one bid. Upon review, we found it to be responsive,” Thacker said. He described the planned structure as a stacked, multi‑story system built from shipping containers to create residential, commercial and apartment‑style training scenarios so firefighters can train in environments that mirror recent development in the city.
Benjamin Lake, the city attorney, announced the recommended award amount and the board then approved the purchase. The chief said the facility is intended for non–live-fire training and that live‑fire exercises would continue through collaborative arrangements at the county level.
The board recorded a voice vote of 'Aye' for the motion to approve. The contract was placed on the purchases section (Item 4.b) after being introduced during bid openings (Item 2.c). Chief Thacker said he appreciated the board's support; no further conditions or follow‑up tasks were announced at the meeting.
The board also approved related purchase paperwork later in the agenda when the item returned under purchases.
