Hamilton County Council approves multiple budget amendments and transfers, including $1.75M utility transfer and $11.9M bond appropriation

Hamilton County Council approved a broad package of additional appropriations, budget amendments and transfers at its Dec. 3 meeting, including several multi-million-dollar actions and routine departmental adjustments.
Key actions approved by voice vote included a $1,750,000 transfer to the Hamilton County Regional Utility District and appropriations tied to the Airport Authority: $1,775,149 to the Airport Authority Capital Fund and $1,775,149 to the Airport Authority Grant Fund. A councilor noted the county previously loaned the airport authority $3,000,000 from the general fund and described an expected FAA reimbursement that would restore funds to the general fund after related transfers are completed.
The council also approved bond-related appropriations: $333,979.50 from proceeds of general obligation bond series 2022B and $11,936,438.77 from general obligation bond series 2025A; an ad valorem property tax lease rental bond appropriation of $1,392,500 for series 2025 also passed. Other approved items included transfers and appropriations for the sheriff's office, highway department (including a transfer of $37,247.57), parks and recreation transfers of $328,816.70, and reductions/adjustments in LIT dedicated to PSAP funds (a transfer of $3,354,000 and a reduction of $1,317,536.45).
Several smaller appropriations and transfers were approved across funds: tax sale ($3,000), Guardian ad Litem ($15,000), youth assistance ($1,051.83) and an FSSA fund appropriation ($65,956.62). Grants-related items were amended (one line reduced by $84.40) and items 1–6 on the grants list were combined into a single motion and approved.

The actions were moved, seconded and approved in sequence during the public hearing on appropriations and transfers; the hearing was closed before announcements and adjournment.
