Harlingen commission adopts canvass, confirms Nov. 4 election results

The Harlingen City Commission unanimously adopted the official canvass of the Nov. 4, 2025 municipal election on Nov. 17 after a presentation by the Cameron County elections department.

Cameron County elections representative Yuali McClain told the commission that Harlingen had 38,972 registered voters and 4,699 ballots cast, a 12.06% turnout. "For mayor, Norma Sepulveda had a total of 3,531 votes," McClain said, noting she ran unopposed. McClain reported that Delia Cavazos Gamez received 582 votes (55.75%) in the District 1 race to Richard Uribe's 462 (44.25%), and that Daniel Nemencio Lopez received 476 votes (74.38%) in District 2 to Frank Puente's 164 (25.62%). McClain recommended that the commission adopt the canvass “as it was presented today.”

A commissioner asked for clarification on the terms "over votes" and "under votes." McClain explained that an overvote occurs when a voter marks more than one selection in a race, invalidating that contest for that ballot, and an undervote occurs when a race is left blank. The county rep also noted the canvass figures included a count of overvotes and undervotes reported per race.

A motion to adopt the canvass was made, seconded and approved by voice vote; the presiding officer declared the motion carried unanimously. The adoption formally confirms the vote totals presented by the county elections department and completes the local canvass process.

The commission did not record individual roll-call votes in the transcript; the clerk announced the motion carried and the county representative left after the presentation.
