The City Council voted to rezone 3550 Richbeam Boulevard from C‑1 to C‑2 and to grant a special permit that would allow a ballroom use in a site plan that also includes a shopping center. Luis Zamora of Planning & Inspections presented the request and a binding detailed site development plan; staff and the City Plan Commission recommended approval with conditions to mitigate impacts on adjacent residences.
Zamora explained the request encompassed two primary structures — a proposed ballroom and a shopping center — and said the binding site plan would require landscaping and buffers to reduce impacts on neighboring homes. "So we have two structures, [the ballroom] on the center...and then the other is a proposed shopping center," Zamora said in presentation.
Council members pressed staff on parking, notification and neighborhood outreach. Representative Limon said she was concerned that parking for ballroom events could overflow into nearby streets and that notification relying on neighborhood associations may not reach all neighbors. "My concern...is that parking could overflow into the neighborhood," Limon said, and urged stronger outreach.
Staff said notices were mailed to property owners within 300 feet, the city’s practice that exceeds the state requirement of 200 feet, and that only one phone call in opposition had been received. Conditions recommended by staff included a landscaping buffer, a site bond plan, and limiting noise‑sensitive uses.
After discussion, the council adopted the rezoning and special permit. The motion carried with a roll‑call reflecting 7 votes in favor and recorded nay votes; the record shows one council member objected.
