Minutes and consent: Commissioners approved the regular meeting minutes from Aug. 6, 2025; Commissioner Lopez moved to approve and Commissioner Perez seconded, and the motion carried unanimously. The consent agenda (items 7a through 7c) was approved without discussion.
Event authorization: The commission adopted a resolution authorizing the 39th annual Lighting of the Arroyo to take place Dec. 4, 2025, at McKelvey Park and requested TxDOT permit a temporary partial closure of Business 77 (Sunshine Strip) from 5 p.m. to 10 p.m. for public-safety measures; the interim city manager was authorized to sign the agreement.
Board appointments: Multiple reappointments and appointments to advisory boards were placed on the record and approved; a motion to reappoint Narciso Biella to the Veterans Advisory Board carried unanimously.
Executive session actions: After an executive session convened under Texas Government Code provisions for attorney consultation, real estate deliberations and economic development, the commission returned to open session and voted to "proceed as discussed" on executive-session items 12a1 and 12a9; no action was taken on other executive-session items.
The commission adjourned at approximately 7:46 p.m. and several follow-up items were recorded for staff to implement.
