Public Works staff said the contracts allow on‑call pressure cleaning for sidewalks, curbing, parking areas and city assets and noted contractors may use specific fire hydrants selected to avoid interfering with hydrants needed for structural firefighting. "We strategically picked them so that the ones near the structures, occupied structures, are operational at all times," staff said.
Commissioner Jeff Riedell asked how much the city expects to spend and argued the backup lacked a clear annual cap: "I don't like a contract that we don't know how much we're spending." Finance staff replied the practical budget for these services in FY2026 is approximately $160,000 across two accounts and committed to including that number in the agenda notes and minutes going forward. Staff also agreed to provide a follow‑up report on hydrant meter usage and which outside entities check out meters.
Commissioners also confirmed the work is procured as unit‑price, as‑needed contracts, and that final yearly spending depends on the budget allocation and operational needs. With staff clarifying the FY2026 line item and agreeing to report back on hydrant use and registration, the commission moved and approved the item on roll call.
Next steps: staff will add the FY2026 budgeted amount to the agenda backup notes and return a report on hydrant meter issuance and city registration/permitting for contractors and HOAs.
