County schedules Jan. 13 public hearing to clarify zoning rewrite won't repeal past rezoning decisions

Jackson County zoning staff explained on Dec. 16 that the county's comprehensive rewrite of the zoning ordinance (Ordinance 3-19) replaces the county's zoning text, definitions and procedures but contained language that could be read to repeal prior rezoning decisions and map changes. Rebecca Fuha said Ordinance 3-21 is a narrow clarifying ordinance that does not change the substantive zoning rules; it is intended to confirm that standalone board actions such as past rezonings, map amendments and fee ordinances remain in effect.
The board voted to set a public hearing on Ordinance 3-21 for Tuesday, Jan. 13, 2026 at 9 a.m., and staff will publish the required 10- and 20-day notices in the newspapers. County staff said Ordinance 3-19 is not yet in effect and that clarifying language now will reduce later confusion or challenges about the interplay between the rewrite and existing rezoning decisions.
