Public Safety Committee OKs ARPA-interest amendment for GLB security access-control cost increase

The Chautauqua County Public Safety Committee voted to amend the 2025 budget for the GLB security project and authorize use of interest earnings from the American Rescue Plan Act to cover an increased cost tied to access-control work.
Sam Zafoto, deputy director of finance, told the committee, “This resolution is to amend the project. . . . As this project got underway, there was a requirement to bid out essentially the access control,” and said a different vendor’s updated quote came in higher than the original estimate. Zafoto described the change as “not an overrun from the initial vendors” but a cost increase stemming from the separate vendor for that portion of the work.
Zafoto said the funding source would be ARPA interest earnings and reported, “This would leave us just under 20,000 essentially left in interest earnings in ARPA.” Committee members asked why the vendor changed and were told one vendor could not provide what was quoted, which prompted a purchasing change and a revised quote.
The committee carried the resolution by voice vote.
The amendment authorizes using ARPA interest earnings (not previously budgeted local tax revenue) to cover the added access-control cost. Committee members discussed the procurement change and confirmed the use of ARPA interest remaining after the amendment will be limited; specific dollar amounts for the amendment were discussed in session but not recorded in the committee’s spoken record included in the transcript.
