Board approves phase‑2 energy efficiency agreement with Alliance Building Solutions

The San Bernardino County Board of Supervisors approved a phase‑2 energy efficiency and renewable energy agreement on Dec. 16 that extends work to 14 additional county facilities.

Don Day, director of project and facilities management, told the board the package pairs traditional efficiency measures (LED lighting, HVAC, building controls) with energy‑offset measures such as rooftop and parking‑lot photovoltaic installations and battery storage on selected systems. He said Alliance Building Solutions—originally contracted in October 2023 for a two‑facility phase 1—will complete phase 2 within three years, timed to meet rebate and tax‑credit deadlines beginning in July 2026.

Day presented financial analysis prepared with an independent third party and said the planned measures would result in a payback "within 12 and a half years" and produce substantial energy savings thereafter. He also explained the procurement under Government Code section 4217, which allows energy services agreements that provide flexibility to capture rebates and tax incentives.

The public hearing was opened and closed with no public speakers; Supervisor Hagman moved the item and Supervisor Armendariz seconded. The board approved the agreement with Supervisor Rowe absent.

Staff said the contract includes two scopes—energy efficiency measures to reduce demand and photovoltaic energy offset measures—and that implementation will be phased to minimize disruption to staff and the public. The county will track savings and compliance with rebate schedules as part of project oversight.
