• Minutes: Council moved to approve the regular meeting minutes of Dec. 8, 2025; motion carried by voice vote.

• Cost-of-living adjustment: Council approved a 3% COLA for all city employees on a motion from the floor; the vote passed by voice.

• Audit contract: The finance committee recommended extending the audit contract with Barney and Associates, the firm currently under contract and offered at a flat three-year rate; council voted to accept the recommendation and extend the contract for 2025–2027.

• Consent agenda: The consent agenda was moved and seconded and approved by voice vote; one unidentified councilmember recorded a "no."

• Appropriation Ordinance No. 3,862: Council moved and approved Appropriation Ordinance No. 3,862. The ordinance amount was read into the record as shown in the agenda transcript (transcript reads "$1,134,000.03 $0.06 and $0.17"); council members voted in favor and the motion carried.

• Recess: Council recessed the meeting until Dec. 30; motion seconded and approved.
