An unnamed presiding officer called the Cochise County Flood Control District to order on Tuesday, Dec. 16, in the Supervisor’s Hearing Room on Melody Lane in Bisbee and moved immediately to the consent agenda after confirming no members of the public had signed up to speak.
"I move that we approve consent items 1 and 2," the presiding officer said; the motion was seconded and the board voted by voice. The presiding officer announced, "Motion carries 3 to 0," approving both consent items.
The meeting included routine housekeeping: the presiding officer warned that agenda items may be modified at the meeting and that some attachments could be updated after publication. The board also provided instructions for public participation, saying members of the public may attend via Microsoft Teams or the mobile app and that anyone wishing to speak must submit a speaker request form to the clerk of the board by 9 a.m. on the morning of the meeting.
During roll call the presiding officer read District 1 as "Cross," District 2 as "Man," acknowledged "Komen, assistant," and stated "Anton" for District 3. The presiding officer said all supervisors were present in person.
After the consent vote the presiding officer adjourned the flood control district meeting so the board could proceed to a separate jail district meeting.
