The Kenai Planning & Zoning Commission voted 6–0 on Dec. 10 to recommend approval of a conditional use permit to operate a two-bedroom bed-and-breakfast at 5105 Silver Salmon Drive (Resolution PZ2025-33).
Planning staff told the commission the proposal meets the conditional use criteria in KMC 14.21.50: the property is compatible with surrounding low-density residential and vacant land, will not generate heavy traffic given available on-site parking and the limited scale of the operation, and does not pose anticipated harm to public safety or welfare provided the applicants comply with applicable state and borough wastewater rules. Staff noted notices were mailed to property owners within 300 feet and a public hearing was posted; no written opposition was recorded in the staff report.
Applicant Carrie Heiler told the commission the project—the small, western-style 800-square-foot structure the applicants call “the saloon”—is a family endeavor to complete and honor her late father’s landscaping and building legacy. Heiler said the operation anticipates 1–3 guests at a time, may be seasonal in the first year and can accommodate RV parking or a truck and boat if needed. Commissioners questioned whether the parcel had been classified commercially in a borough appraisal; Heiler said the specific house parcel under consideration is residential and appeared to be an unrelated appraisal entry across the street.
Commissioners asked about operations, guest check-in times and parking; staff said the lot has adequate on-site parking and on-site water/wastewater systems, and that the applicants will be responsible for complying with Kenai Peninsula Borough Chapter 2.040 and Alaska DEC wastewater rules. With those clarifications, the commission approved the resolution by roll call: Commissioners Askin, Keaton, Krause, Fikes, Woodard and Vice Chair Ersley all voted yes. The motion carried 6–0. The commission noted a 15-day appeal period for aggrieved parties.
