Mifflin County commissioners approved a settlement resolving a land-use appeal tied to a proposed 21.48-acre solar array in Wayne Township and granted extra time on a bridge replacement project in Brown Township.
Planning Director Jim Latier explained that the solar applicant, M and J Land Acquisitions, agreed to withdraw its appeal “without prejudice,” the county will rescind its denial, and the conditional approval will be extended from 90 days after Aug. 28 to 180 days, setting a new expiration of Feb. 24, 2026. Latier said the original approval’s conditions remain in force and the applicant will be responsible for all engineering inspection fees. He added that if the conditions are not met by Feb. 24, 2026, the applicant may request additional time from the planning commission, which the county would evaluate on progress and reasonableness.
On the bridge request, Latier said the extension pertains to Part 5 of the existing PennDOT–county agreement for the Westboro Road (Township Road 439) bridge in Brown Township. The additional time, moved from Dec. 31, 2025, to Dec. 31, 2026, was requested to allow utility relocations required for the project; commissioners approved the extension by voice vote. Latier said construction is expected to be programmed for 2027, subject to timeline confirmations.
The settlement and the bridge extension were presented as administrative steps to keep long-running infrastructure and development projects moving while preserving the county’s original conditions and oversight. The board approved both items during its regular meeting.
