Mary Pollard, the district’s CBO, presented the annual accounting of developer fees required by law and recommended approval of Resolution 25‑26‑09. She told the board the district must track fees and demonstrate that funds are spent within five years or are subject to refund.
Pollard identified a large one‑time developer fee collection of about $855,000 received in the 2024‑25 fiscal year and described that amount as an outlier tied to a significant project. “That’s why we only project it to be $350,000 for this year,” she said, noting most years do not generate similar one‑time receipts.
Trustees asked technical questions about how fees are collected and timing: Pollard said current practice requires payment before permitting, though recent state law changes create exemptions for some projects that may permit collection at occupancy instead. Board members also discussed the per‑square‑foot rates and the district’s portion of residential and commercial fees.
The board approved the resolution by voice vote. Pollard offered to return with a short presentation showing allowable uses of developer fees (for expansion projects such as TK classroom additions or playgrounds) and reminded trustees that the district’s auditor reviews each expenditure for compliance.
