The Hermosa Beach Planning Commission on Dec. 16 recommended that the City Council approve a set of procedural amendments to Title 17 of the Hermosa Beach Municipal Code designed to align the zoning code with recent City Council changes to Title 2.
Planning staff explained the text amendments standardize the appeal period for planning commission decisions to 15 days, permit the City Council to review planning commission decisions via email and a transmittal form rather than relying solely on placement of meeting minutes on a future council agenda, and remove references to a defunct board of zoning appeals. The changes were described as intended to increase predictability and transparency for applicants and the public.
Staff said the changes were evaluated under CEQA and found to be exempt as a common sense exemption. After brief discussion commissioners moved and the commission voted unanimously to forward the recommendations to the City Council for adoption.
Commissioners described the edits as procedural and unlikely to change substantive outcomes but said they would improve consistency and public notice procedures.
