Aquatics operator reports big increase in scholarships and extended swim programming

Operator Tim Schaeffer said the organization expanded youth swim lessons from about 22 weeks in 2024 to roughly 33 weeks in 2025 and that scholarships rose to 878 lessons in 2025 (families pay $5 per 30‑minute lesson under the updated scholarship program). Schaeffer said the operator increased lifeguard instructor and trainer capacity and certified more lifeguards to support year‑round programming.
The operator also reported stable facility visit trends after pandemic fluctuations, high resident usage for lap swim (about 82%), and positive customer satisfaction (86% satisfied to extremely satisfied). Commissioners asked about resident vs. nonresident participation, the lifeguard pipeline with local high schools and junior‑lifeguard programs, winter certification logistics (training moved to neighboring Menlo Park for indoor classroom space) and whether the program could expand youth recruitment via the Palo Alto Youth Council.
Schaeffer said the operator aims to expand year‑round swim lessons, reduce summer camp fees and continue outreach to build local lifeguard pipelines.
