The council liaison reported progress on the Cubberley Community Center effort during the Dec. 16 Parks and Recreation Commission meeting, saying consultants’ second poll of just over 400 residents showed meaningful support for a major renovation that the city hopes to fund with a combination of voter contributions, development impact fees and private partnerships.
The liaison said Phase 1 of the conceptual program — which includes land acquisition, comprehensive renovations for safety and modernization, and space for new uses — is estimated at about $392 million. Two voter funding mechanisms were described: a parcel tax requiring a two‑thirds voter approval and a general sales tax requiring only a simple majority; staff and council are weighing how much to ask the community to contribute (the liaison estimated $100 million to $200 million could come from voters).
The liaison said the city is exploring development impact fees from forecasted housing and potential third‑party partnerships to close funding gaps and emphasized continued community engagement before any ballot measure is set. The liaison and staff plan further refinement over the next year ahead of a November 2026 target for major milestones.
