Summary

The Hammond Board of Public Works and Safety voted Dec. 11 to impose restricted overnight parking on portions of Homan Avenue downtown and to add snow-route signage that would prohibit parking when snowfall exceeds two inches.
Engineering staff said restrictions would run midnight–7 a.m. Monday through Friday on the 5200–5400 blocks of Homan Avenue to allow street sweeping, garbage pickup and contractor snow removal. "...we would restrict parking between midnight and 7AM along the curb line so that public works could street sweep and collect garbage," the presenter said. The proposal would still allow parking Friday night into Saturday.
Staff also proposed signs on medians that would prohibit parking on Homan when snowfall exceeds two inches to allow plows and specialty contractors to clear angle parking areas. Staff told the board the change was coordinated with economic development, Hammond Development Corporation and city leadership. Councilman Salinas offered second-district gaming funds to pay for signage.
Because regulatory signs require notification to the City Council, staff requested a seven-day notice before deploying signage. The board approved the measure and instructed staff to follow the notice process.
Why it matters: The change aims to improve downtown cleanliness and ensure snow removal operations can clear angle parking spaces; enforcement will depend on signage and council notice.
Next steps: Staff will provide the required seven-day council notice and order the signage; enforcement details were not specified at the meeting.
