Committee refers noise-ordinance review to law department and police after request from Alders

The Protection Policy Committee on Dec. 8 referred to staff a communication from Alder Grant (District 1) and Alder Johnson (District 9) asking that Article 3 of Chapter 24 of the Green Bay Code of Ordinances be reviewed and updated to reflect modern technology and enforcement practices.
The city attorney recommended the item be referred to the law department and the police department to develop potential draft language. "The noise ordinance has been requested to be looked at. I would recommend, having this referred to law department and PD to, look into exactly what the details are and come up with potential draft language for any ordinance changes that are appropriate," the city attorney said on the record.
A resident, Frank Torres, spoke in public comment in support of strengthening noise rules but cautioned the committee not to use a noise update to avoid or replace separate short-term rental reforms. The committee voted to refer the matter to staff and asked for a one- to two-month turnaround, recognizing holiday scheduling could delay work until later in the winter.
