Spokane County approves Newman Lake Flood Control Zone District 2026 benefit assessments

Spokane County commissioners on Dec. 9 approved the 2026 benefit assessments for the Newman Lake Flood Control Zone District after a staff presentation and a public-hearing period with no public testimony.
Ben Bridal, speaking for Spokane County Public Works, told the board the county adopted the district's 2026 budget in October and described how the budget is allocated among properties by an established benefit formula. "The budget hasn't changed since 2025," Bridal said, and the district includes "a little over 1,700 parcels" with "a little over 760" that will pay assessments. He said individual assessments are based on assessed value and the benefits properties receive for flood control or water quality. Bridal gave a sampling of the distribution: most properties are assessed under $100, 181 properties are charged less than $100, the average assessment is about $420, and the proposed maximum assessed value is $3,015.93.
The chair opened the public-hearing portion of the agenda for in-person and online testimony and, after three calls for speakers, recorded none. An unnamed commissioner moved to approve the 2026 Newman Lake Flood Control Zone District benefit assessments as presented by Public Works; a second was recorded and the motion passed unanimously by voice vote.
The approved assessments will be applied according to the county's established formulas for benefit and assessed value. The county will sign the necessary documents as part of its routine administrative process to implement the 2026 assessments.
