Torrington council approves bills, hears fire and public‑works updates

The Torrington City Council approved payment of two sets of bills covering Nov. 5–Nov. 18, 2025, after staff answered questions about specific line items.

Clerk/Treasurer Strecker explained that payments to New Hope Counseling for first‑responder counseling are reimbursed through a Wyoming Department of Health grant. Council also asked about a Rapid Fire Protection Inc. invoice for annual extinguisher and hood inspections; the fire department confirmed the inspection program covers extinguishers, hood systems and sprinkler testing across multiple city facilities.

Fire Chief Luis Correa reported recent responses including a gas investigation, a smoke check caused by a furnace issue, mutual aid for a vehicle‑fire that sparked grass fire near the state line, and a semi rollover on Main Street that required a multi‑hour response; the semi’s driver was treated for a concussion and later released. Chief Correa reminded residents to call in controlled burns and outlined seasonal outreach plans including school visits and 'shop with a cop' events.

A public‑works or utilities representative identified as Jeff updated the council on construction: Well 16 requires reorientation of some pipe sections to ensure the mag meter operates correctly; East D Street paving is underway with curb, gutter and sidewalk scheduled; storm‑sewer and wastewater headworks work is progressing; and a sewer‑lining project is active. Council confirmed roads will reopen after construction closes for winter.

Councilman Kelly moved and Councilman Victorin seconded payment of the bills; the council approved them by voice vote with no nays.
