Torrington adopts ordinance regulating scooters, electric bicycles

Torrington — The City Council adopted an ordinance on third reading Dec. 2 that updates local rules governing bicycles, human-powered scooters, skateboards, electric bicycles and powered scooters.
Mister Eddington read the ordinance title and the sections of the Torrington Municipal Code the measure amends. Chief Matt Johnson told the council there were no changes since the second reading and that he had not received further public comment. Johnson said the ordinance is intended to help keep children safe and noted the council added a helmet requirement for e-bikes and powered scooters for minors.
Councilman Wayne Deal moved to approve the ordinance on third reading; a second was given by Councilman Victor. The mayor called for a voice vote and the ordinance was approved on third reading with no nays recorded.
Council members briefly discussed traffic-safety concerns for quiet, faster vehicles and cited national reporting on crash risk; Chief Johnson said the city used larger-city ordinances as reference while adapting rules for a smaller community’s needs.
The ordinance adopts local regulatory provisions; the council did not discuss codified enforcement details at length during the meeting. The ordinance will be reflected in the Torrington Municipal Code in the sections read by title.
