Torrington council approves addendum for airport sealcoat, paving project

Torrington — The City Council on Dec. 2 approved Addendum No. 4 to the professional services agreement with MC Schaffner and Associates to provide design, bidding, construction administration and closeout services for the Torrington Airport Sealcoat and Pavement Marking Project.
Jeff Harkins, Torrington’s director of public works, recommended council approve the addendum, which he described as “not to exceed $28,261” to cover initial engineering services. Harkins said the work is for the fiscal year 2026 airport sealcoat and pavement-marking project and that the state agency managing the project will reimburse approximately 90% of engineering and construction costs.
Harkins provided cost estimates: an overall estimated construction cost of $355,987 and an estimated city share of 10% for construction of about $35,598.75; he also said the city’s 10% share for initial design and bidding services would be about $22,826.10. Harkins said funding for the FY26 design and bidding portion would come from account 554830 in the FY26 budget and that the remainder would be requested in FY27.
City officials said the state is moving the resurfacing frequency for the facility from every five years to every seven years after this work is completed. The state anticipates bidding the project in March 2026, construction in July 2026 and final acceptance in September 2026.
Councilman Vikram moved to approve Addendum No. 4; Councilman Diehl seconded. The mayor called for a voice vote and the motion carried with no nays recorded.
The council did not set a specific construction contract award at the meeting; Harkins said additional city funding requests for the construction phase will be included in the FY27 budget.
