Hammond council approves claims, reappointments and introduces several ordinances

At its Dec. 8 meeting the Hammond City Common Council approved routine business, acted on claims totaling $9,104,336.53 and approved several board reappointments.
Councilman Salinas moved to approve the Nov. 14 minutes; Councilman Emerson seconded and the motion carried by voice vote. Councilwoman Benez moved to approve claims dated Nov. 19 through Dec. 3 (claim numbers 10574–11027); she initially misstated the total then corrected it on the record to $9,104,336.53. The motion, seconded by Councilman Spitali, passed on a 9–0 roll call.
The council also introduced four ordinances for first and second reading: Ordinance 25-33 (salaries for elected officials effective Jan. 1, 2026, described by sponsors as a 2% pay increase for mayor, clerk and council), Ordinance 25-34 (appropriation into the 2025 gaming fund; a public hearing was scheduled for Dec. 22), Ordinance 25-35 (intra-budget transfers described as an annual cleanup), and Ordinance 25-36 (ratifying Board of Public Works and Safety traffic-regulation actions taken during 2025). Each introduction was moved and carried as a procedural first/second reading.
On resolutions, the council unanimously approved Resolution 25R-24 confirming the reappointment of Kristen Hill to the Hammond Human Relations Commission and Resolution 25R-25 confirming the reappointment of Ivan Rocha to that commission. Councilman Tyler moved to reappoint Greg Myricks to the Redevelopment Commission for a one-year term expiring Dec. 31, 2026; the motion passed on a 9–0 roll call.
Council members and staff gave brief committee reports, including funding allocations from the Capital Improvement Board: $50,000 for geotechnical engineering services (Allocation #295), $26,000 for a rectangular rapid-flashing beacon at 169th and Woodmore (Allocation #296), and $26,764 for traffic-signal work at Columbia Avenue and Summer Street (Allocation #297).
