The Green Bay Common Council took several formal actions on Dec. 16, including votes on zoning, commission structure and utility agreements.
Rezoning: The council approved a compromise on a downtown parcel that rezones the southern portion to downtown with a 150‑foot light‑industrial buffer and general industrial to the north. The item was advanced after staff described the memorandum of understanding with McDonald Properties and planning work.
Equal Rights Commission: Council considered an ordinance related to the Equal Rights Commission. After debate about seat counts and alder voting privileges the council adopted an amendment to keep nine seats and grant voting privileges to alder appointees; the board vote on the amended motion passed 9–3.
Water wholesale: The council approved a 20‑year agreement to supply potable water wholesale to the village of Pulaski, estimating roughly $300,000 in annual revenue and noting remaining capacity of about 14 MGD at the filter plant.
Other business: Reappointments, committee reports, approvals of operator licenses and several ordinance readings were carried as noted in the packet. The council also approved items advanced from committee and adopted resolutions by roll call vote.

• Appeal granted (Raven Wallene) — board vote 7–5 (see separate article).
• Rezoning buffer (McDonald Properties) — approved (motion, voice vote).
