Andover OKs amended petitions, developer agreement and $814,099.45 bid award for Southern Hills stormwater work

The Andover City Council on Dec. 9 approved amended drainage petitions and an amended developer's agreement for Southern Hills First Edition after bids exceeded the original petition amounts. Staff said this amendment was required because the low bids increased the project cost compared with earlier estimates.
Council also adopted an amending ordinance for the related work proposal and unanimously awarded the stormwater improvement contract to NoWatt Construction of Goddard, Kansas, for a not-to-exceed amount of $814,099.45. Council authorized the mayor to sign the contract.
City staff said the project previously received petitions and approvals earlier in 2025 and that sanitary sewer improvements had required prior amendments. Staff also explained the project was not assessed the recently adopted repetition fee because petitions were filed before that fee took effect.
What happens next: the contractor will be authorized to proceed under the contract; staff will handle contractor coordination and schedule construction and required notifications.
