WACO — The Waco City Council held a public hearing on Dec. 16, 2025 to receive comments on the city’s 2024–25 Consolidated Annual Performance and Evaluation Report (CAPER), a report required annually for the U.S. Department of Housing and Urban Development.
Director Price (Gail Price) told the council the CAPER covers the program year from Oct. 1, 2024 through Sept. 30, 2025. The draft CAPER was made available for public review beginning Dec. 4, 2025, for a 15-day comment period; notice was posted in the Waco Tribune-Herald on Dec. 2, 2025. Physical copies were listed as available at the housing and community development department office at 209 South 28th Street, the city secretary’s office and all four city libraries, and a copy was posted on the city’s website.
Director Price reported that no comments had been received as of the hearing. The council opened a public-comment period, received no speakers, closed the hearing and took no formal action — completing the city’s procedural requirement to hold the hearing prior to submission to HUD.
Next steps: The CAPER will be submitted to HUD according to the reporting schedule.
