WACO, Texas — The Waco City Council on Dec. 16, 2025 approved several second-reading ordinances that change land-use designations, refine zoning definitions and authorize a developer participation payment to assist drainage work near Harris Creek Road.
City Attorney Hamilton (Hamilton Connell) presented the measures on second reading. The council approved amendments to Chapter 20 of the Code of Ordinances that update definitions including “amusement redemption machine” and “indoor amusement facility,” and adopted penalties associated with those definitions. The council then approved a land-use change and rezoning for property at 7324 Steinbeck Road that (1) redesignates approximately 9.04 acres from office/industrial flex to medium-density residential/office flex and rezones it from M-1 (Light Industrial) to R-3-B (Multiple Family Residence) and (2) rezones about 1.36 acres from M-2 (Light Industrial) to C-2 (Community Commercial).
Separately, the council approved a land-use change and rezoning for roughly 2.92 acres at 2324 Robinson Drive, changing the designation from open space and office/industrial flex to industrial and rezoning from C-3 (General Commercial) to M-2 (Light Industrial).
On a related infrastructure item, the council approved an ordinance authorizing a developer participation agreement with Coryell County Memorial Hospital Authority (CCMHA). The ordinance permits the city to participate in oversight and funding of required drainage improvements and authorizes reimbursement to CCMHA not to exceed $182,223, to be paid according to the ordinance terms. The city manager was authorized to execute documents necessary to implement the agreement.
All measures were approved by recorded roll call on second reading; the chair declared the motions passed. One consent-agenda resolution (listed in the consent materials as 2025-930) had been removed from the consent agenda earlier after a council member filed an affidavit of substantial interest and was handled separately per council rules.
Next steps: The approved ordinances were adopted on second reading and the city manager was authorized to sign implementation documents where applicable.
