On Dec. 15 the village's Finance Committee approved a package of routine but consequential finance items: a 2026 ordinance that sets event 'back rates' (fees charged when police or fire personnel work private events), acceptance of a fully reimbursable grant to purchase tasers from the Illinois Law Enforcement Alarm System (ILEAS), and placement of property and casualty insurance coverage for 2026.
Staff explained the 'back rates' ordinance is an annual calculation that uses salary and benefits costs (including insurance, Medicare and workers' compensation) to compute fees that organizations pay when they require police or fire staffing at private events; the new rates take effect Jan. 1, 2026. The committee approved the ordinance.
The committee also accepted a full‑reimbursement grant from ILEAS to purchase six (6) 'Taser 10' packages for the Hoffman Estates Police Department. Staff said department personnel are trained and the reimbursement is expected within about a week of complete delivery; delivery is anticipated in roughly three months.
On insurance renewal staff reported an 11.28% premium increase on general liability and property coverages driven by an increased loss fund, added cyber protection coverage, and enhanced terrorism coverage; workers' compensation increased roughly 6% driven by payroll changes. The committee approved the intergovernmental insurance arrangement and the renewals were included in the board omnibus approvals.
What this means: The village updated event staffing fees for 2026, will add replacement tasers at no net cost thanks to the ILEAS reimbursement, and absorbed higher insurance costs in the 2026 budget as part of the standard renewal process.
