Plan commission approves special‑use permit for small church columbarium in Lockport

The Lockport Plan and Zoning Commission voted Dec. 11 to approve a special‑use permit allowing Shepherd of the Hill to construct a small columbarium and garden adjacent to its parking lot.

Staff described the structure as roughly 3 feet by 3 feet at the base and a little over 6 feet in height, with an internal capacity of about 64 niches. A city planner told commissioners the zoning code does not specifically define columbariums and the permit is being considered as a unique use in the C‑2 community commercial district. Staff recommended adoption of findings of fact and approval of the special‑use permit limited to the proposed size; officials said any expansion would require return to the Plan Commission and City Council.

The applicant framed the proposal as a response to limited cemetery land and a more affordable, lower‑impact option for families. "It's more ecologically sound than a cemetery," the applicant said, and added that "this would cost $2,500 for my husband and me," comparing the footprint and expense with a conventional burial. Staff also noted that state licensing will be required if the permit is approved.

Commissioners had no substantive public comment opposed to the project; after discussion the commission adopted findings of fact and approved the special‑use permit. The motion to approve passed on a roll‑call vote; several commissioners voted in favor and two were recorded absent.

Next steps: Shepherd of the Hill must pursue any required state licensing and the city will enforce the condition that any enlargement or additional columbarium niches would require future review and approvals at the Plan Commission and City Council.
