Lewiston — The Lewiston City Council voted to approve Resolution 2025‑55, a corrected intergovernmental emergency services agreement with Asotin County Rural EMS District 2, and instructed staff to issue notice of nonrenewal prior to the end of the initial term.
Fire Chief Greg Reitmeier said the resolution revises an agreement previously adopted as Resolution 2025‑48; staff corrected erroneous data and removed a three‑year fee‑escalation provision, updating the fee worksheet to reflect actual call volumes.
Council discussion focused on contract term length, automatic renewals, termination language, and how fee calculations account for the city’s cost of readiness. City Attorney Jennifer Tignano explained the practical options: strike renewal language from section 4 to limit the agreement to the initial term (October 1, 2025, through September 30, 2026) or approve the agreement and send a notice of nonrenewal under the contract’s 180‑day termination clause. Chief Reitmeier noted the other party had already signed the agreement, making the latter option procedurally simpler.
Councilor Klein moved, Councilor Forsman seconded a motion to approve Resolution 2025‑55 with direction to staff to send notice of nonrenewal at least 180 days before the end of the initial term; the motion passed on a voice vote with one councilor recorded as opposed.
What happens next: The agreement is authorized for execution by the mayor and will be in effect for the initial term. Staff will return to council in advance of the 180‑day window with data and recommendations for any new agreement or renewal. The council also requested more granular cost and readiness data to inform future contracts.
