The GPAC spent a substantial portion of the meeting reviewing written comments submitted by city boards, commissions and members of the public, and asked staff to ensure feedback and the outreach summary accompany the plan when it goes to the city council.
Members debated whether neighborhood-specific references (for example, Lido Isle) should be added to the general plan or whether citywide neighborhood-character policies suffice. Some members urged keeping the plan general while allowing the implementation program to highlight local priorities.
Planning consultant Dudek’s public-draft maps were flagged by committee members for incorrect labels and odd place names. Committee member Jim Mosher said some maps mislabel Corona del Mar High School as Upper Newport Bay and include spurious county beach labels; staff and consultants agreed to correct the base maps and publish interactive GIS maps on the city's website.
Staff reiterated that comments (69 unique comment entries) and the outreach analysis would be provided to the council and that the crosswalk workbook (distributed in Excel) will be made available to committee members for targeted review ahead of a mid-January meeting.
