Manassas Park adopts FY2026 amended budget and formalizes bonus process

Manassas Park’s governing body on Dec. 16 adopted an amended FY2026 budget and approved an ordinance that formalizes how the city will award employee bonuses.

Staff presented the budget amendment during a public hearing earlier in the evening and said most visible changes in the amendment reflect carryover project funds; staff estimated the net general-fund impact at roughly $285,000 excluding large carryover items. “The financial impacts in the general fund are about $285,000 when you don't include the millions of carryover dollars,” a staff presenter reported.

The council adopted the city appropriation for the amended FY2026 budget (the meeting transcript records the adopted city total as $29,108,967) and later appropriated $17,589,682 for city schools pursuant to the amendment. Tony Jenkins, the budget manager, reviewed the figures after a brief numbering clarification during the meeting.

Council also considered an ordinance to memorialize the city’s bonus procedure; staff said the ordinance is intended as a housekeeping measure that clarifies two mechanisms for awarding bonuses — programming them into the budget or awarding them by ordinance via a budget amendment — and preserves governing-body review when bonuses are not pre-budgeted. “It’s a housekeeping item and best practice,” staff counsel said. The council authorized the ordinance; any actual bonus awards would be a separate action taken later.
