The grooming agreement review included a new invoice requirement: photographic documentation of the hour meter for each piece of equipment used, with photos at the start and end of each monthly invoice. Trustees also removed ambiguous disjunctive language in section f (the termination/breach clause) after members argued the draft allowed immediate termination without an opportunity to cure.
On the operating agreement, trustees corrected a drafting error in the effective‑date/term provision and agreed the term should end 05/31/2027 (a 1½‑year term), not 2028 as one draft read. Trustees discussed insurance and other housekeeping items and asked staff and counsel to finalize consistent breach language across both documents.
The board moved and passed both measures by voice vote. The grooming agreement was approved first; the operating agreement approval followed after the date correction was confirmed. Trustees said they will circulate the finalized language and submit the agreements to the Bureau of Rec where required.
The board also directed staff to replace facsimile contact information with email addresses in notices and to perform editorial cleanup and legal review before submitting permits and agreements to the Bureau of Rec.
