Montgomery County Board of Education members received a broad facilities update Dec. 11 that covered progress on major construction projects, pending change orders and a slate of building renovations across the district.
Laura Penn of Volker reported the new Percy Julian High School project is about 15% complete and remains on track for turnover in December 2027. She told the board the contractor has started overhead structural steel and that concrete work and storm shelter footings are under way. The board was shown a MultiVista fly-through of the site.
Capitol Heights Middle School has moved into the pre-bid and contractor prequalification phase, Penn said; nine prime general contractor prequalification packets were received and the district plans a minority/DBE forum and an on-site pre-bid for Jan. 19 to encourage participation from subcontractors and partners.
On the South Lawn Middle School gym addition, Laura Penn presented Change Order No. 2 to reconcile final costs. "We're looking at only a total of a $153,000 that is actually going to be approved and incurred on top of what the GC's contract was initially," she said, noting the general contractor had requested 684 days of schedule extension, of which the district found 129 days legitimate.
Facilities manager Chad Anderson updated trustees on a roster of renovation and maintenance projects: a full HVAC renovation for Danley Elementary (including windows, ceilings, lighting and restroom work), delayed window deliveries for Davis Elementary (now expected in February), Carver High School turf and track replacement awaiting suitable weather and curing, and upcoming roof work at Forest Avenue and South Lawn. Anderson said several media center renovations (Garrett, Halcyon, Ware's Ferry and Morning View) are complete or entering final installation phases.
Board members asked questions about timelines and MBE/DBE participation goals; Penn reiterated the board’s 35% target for minority professional-services participation and described outreach plans for the Percy Julian and Capitol Heights solicitations.
The board did not take final votes on contracts during this portion of the meeting; staff asked trustees to note the updates and prepare for forthcoming approval items.
The district plans to return with bid and contract documents in the coming months as projects move from pre-bid to formal procurement.
