The City of Moscow approved an access easement to New Saint Andrews College on Dec. 15, allowing the college to use roughly 15.8 feet of city‑owned property to create a drive aisle and parking to serve NSA’s building.
City staff reviewed the parcel’s history, saying the triangular remnant parcel was conveyed to the city by the Idaho Transportation Department after road realignment and had been leased in the past for parking. Staff said earlier discussions with a private owner had contemplated longer leases tied to improvements; the current proposal would grant less than 16 feet of the city triangle to NSA in exchange for an annual lease payment of $1,200 with a 3% escalator.
Under the agreement NSA must improve the area to meet the city’s parking‑lot and development standards (paving and landscaping) within two years; the city would complete landscaping on its remaining portion within two years of NSA’s completion. Staff said the proposed term is 20 years because NSA will invest in improvements and the lease is tied to the existing use and nontransferable.
A councilor moved and seconded approval; the council voted to approve the access easement.
