Council adopts policy limiting weekday street closures in Downtown Moscow

The Moscow City Council on Dec. 15 adopted a resolution establishing a policy to discourage street closures for public or private events in Downtown Moscow during weekday business hours.
City planner Bill Biltnap told council the proposal grew from a March request by the Moscow Chamber of Commerce and the Downtown Business Alliance, which cited concerns that weekday street closures make it difficult for customers to reach downtown businesses. "This resolution is fairly straightforward," Biltnap said, describing the policy’s geographic bounds (Lewis Street to the south, Washington Street to the east, a northern boundary and Jackson Street to the west) and its time limits: 8 a.m. to 5 p.m., Monday through Friday, excluding federal holidays and city‑authorized closures for maintenance or emergency work.
Council discussion focused on the policy’s scope. Staff said only about two events in recent years would have been affected by the proposed limits; some councilors suggested considering weekend restrictions as well but noted most events occur on Saturdays. Multiple councilors said the resolution represented a reasonable middle path that preserves the entertainment district while protecting weekday, appointment‑driven downtown businesses.
A councilor moved and the council adopted the resolution by voice vote.
