Oxnard reports golf-course fund reserves, plans renovations amid park security challenges

Michael Wolf, Director of Public Works, reported that the city’s golf course is operated under American Golf Corporation as an enterprise fund whose recent revenue allowed reserve buildup to address deferred maintenance. Wolf said planned improvements include roof replacement for the clubhouse and potential upgrades to the event space and driving range.
Wolf also noted that the division often handles activities related to homelessness because of the golf course’s adjacency to the riverbed. "They do a lot of interaction with the homeless. They have to work with the police department on a routine basis and, lock things up and unlock things on a nightly basis and deal with those things," he said, adding that some items have been stolen and must be replaced.
Staff presented these items as part of the broader recommendation to prioritize capital projects and deferred maintenance across divisions and to consider staffing and grant strategies to limit rate impacts.
